I have an app idea which would involve using celebrities pictures/facts etc.

For example are you allowed to make an app that has pictures, videos, facts, tweets and news from your favourite celebrity?

No illegal but not within Apple's T&Cs. Look at all the unofficial celebrity websites out there.

It is copyright infringement, and anybody creating such an unauthorised app is opening themselves up to a lawsuit.

Politicians are an exception. You are able to exploit their name and likeness commercially.

The same is NOT true of other private individuals and celebrities.
