Yes. We updated 2 games yesterday (Flick Kick Rugby and Flick Kick Field Goal). They both appear at the top of the "All Sports iPhone Apps" list as if they were new releases.
I think it was a great idea when they did it before, however I think their reason for stopping it was even better. Let's hope that they've found a way to stop developers gaming the system by releasing tiny updates to stay at the top of the new release charts. Maybe a maximum number of times in a certain period apps are allowed to appear there?

Thanks! BTW, I noticed your game while checking the Top100, congrats on making it into the Top10!
I don't think this will last. I'm already noticing people making minor updates to take advantage of this. It only encourages gaming and further lengthens review times.
Perhaps the solution is to only show updates in the new apps section if the last update to the app was made more than a month ago. Google used to do this with the Android Market, except they set a timer of 1 week.

Or, you might be noticing the app updates because they were not visible before?
In any case, I think this is a self-correcting system to a certain degree, as excessive updates only makes an app look bad. Showing an app only if the last update was made more than a month ago sounds like a great strategy. Let's hope Apple has something like this in place this time around.

now that updates go to the new release list , do we have to change de release date once the app gets approved as before ?, I have both an update and a new app waiting for review, and I just don't want to screw their release, specially for the new one.
I'm wondering the same. Do we have to change the 'availability date' like we did before or do they just show up on the 'new' list automatically by releasing it (not date changes required)?

LOL, yes, it looks like it is back as used: new apps only in new release list.
personally, I like this way, it's how it's supposed to be, new apps are new releases, and must have their momentum of visibility, mixing them with updates is just bad for the new ones.. finally the bug is fixed (or promotion maybe? )
While it was obvious there was massive abuse of the fact that updates appeared in the new list, there is actually some logic to it.
We happen to have a quite complex App and have a list of features to implement, a bit dependent on what traction we got in the store. The problem now is that any major improvements are unlikely to be seen by new customers as we slip off the various lists and charts.
So, if there is no chance for exposure for updates whatsoever, then there is little point to actively support an app for any length of time - well, unless you monetize your exisiting users via IAP.
One way Apple could have handled this was to have a flag during the update review process that the reviewer could apply if they found the update "worthy" of a new listing. Not perfect, but probably pretty fair system.
So, yeah - a bit annoyed by this as it kills any longevity of an App. Am I wrong?
So basically apps now have one chance to get noticed, and if they don't (because they get released on a slow day, are hidden behind a lot of other app releases or whatever) then the only option is to delete the app and resubmit? Ludicrous.
