Shouldn't be any problem whether you are based in India or the US. We ourselves are based in Singapore, many others here are based in the UK or Germany.
As for payment, once you sign up with Apple iOS Developer Program, you can set up a bank account that Apple send money to monthly.

We are located in India too and we just submitted our first app for review. There shouldnt be any problem accepting foreign exchange through your bank if it tallys with the statement that Apple provides. You have to remember to tell the bank that you arent selling anything (or they will ask for invoices), Apple is selling your app as an agent and charging commission.
