App Ratings from Device not working...

Since my app has launched 2 months ago users have only been able to add reviews / ratings via iTunes. None have been able to rate the app, review it using the device. I thought this issue would work its way out eventually but it hasn't. Is anyone experiencing, or has experienced a similar issue.

About two weeks ago users could only leave a start rating from their device, no reviews. It cleared up in a few days.

my issue has been on going since launch, close to 2 months now. no stars, reviews get recorded when inputed from the device using the App Store App

my issue still persists and I am in version 2 of my app, it has been 7 months since launch. Reviews from the device don't show in the store, compared to reviews from iTunes on a computer.
