So I have successfully communicated my specs to a couple of programmers. Their quoted prices are within my budget. Now, how do we conclude the deal?
I was thinking Paypal with a simple contract included on the invoice or the payment sent.
The project only represents 5-10% of the complete project...and the only protection that I am looking for is that the project wont be placed on the appstore or sold (in total) to another developer.
I'm guessing the developer's primary concern is that they receive payment for work rendered.
Consulting with our attorney is quoted at $1000 and two-weeks for a contract.

Everything worked out, two developers responded to my original request, but only one completed the work. He and I exchanged code/payment and all is well.
Most (honest) coders will try to do a good job, because if they do, it usually means more (continued) work with the buyer.
A good protection for you as the buyer in the beginning is to arrange payment in steps. That will give you time to evaluate the coder and if it turns out he's not honest you don't lose the entire sum, or have a lot of time wasted.
