Confused about the tax info

Hi, i am living in germany and i really dont know if and what i have to fill out in the tax info? Any ideas what i have to fill out there would help me much

They like to fill out the U.S. taxpayer identification number BUT i dont have one and the downloaded form SS4 is for emloyer - but i am not so what to do now...
