another approval process question

Hey guys,

Regarding approval process. Lets say that I've submitted an app to apple and they've rejected the app for X number times, do they have a ruling that this certain app will be banned or something like that?

Also let say if my application gets rejected, when soon can i upload another binary? do i have to wait for like a day or so? or as soon as the binary gets rejected can i upload again?

You can upload a new binary immediately.
