Default Updating only localizations, do I need to upload a copy of the same binary?

I uploaded by app and I the next day the status changed to "in review" (it's been like that for a week now) so the localization descriptions for every language are now locked.

The app is fully translated to 9 languages other than English, but I didn't add 6 languages to the "add language localization" section in iTunes that allows you to add your app description in another language.

(if you are not familiar with localization, what this means is that the user in Italy, for example will see my app description in English, even though if he/she downloads it, all app text is in Italian)

So my question is, since now I have to do an app update to unlock those features, do I have to upload the binary again even though there are no changes to it, binary will have the exact same compile date and time?

In ITC it says you need to submit a new version of your app to be able to add a localization.
I did not look further as I will have a new version finished in the next days and then will add an additional language all in one go.
