in-app payment question: charging per-use for premium content

I am developing a business model for a new app that would allow users to access premium content within a number of locations inside the app. I am looking for some help because like most entrepreneurs, I tend to have my head in the clouds far too often. I need to know if my dream-model for billing users can be coded and implemented in reality. So I have two questions:
1) Is it possible to charge for premium content, for each location in the app, each time you want to use it?
For example, users would open the app, open a location from a list, and have the option to access premium content at that location--for a one-time fee. Additionally, if a user switches locations in the app, they would have to pay the fee again to access that newly-chosen location's premium features. Ideally, if the user closes the app and reopens it more than 12 hours later, they would have to pay the fee again to open any premium stuff they previously paid for.
2) Is it possible to charge for premium content, for each location, by amount of time people spend using it?
For example, users would open the app, open a location from a list, choose to access premium content, then enter the number of hours they wish to access the premium content, and finally, pay for the selected number of hours. Once their hours are used up, they would be forced to log out of the premium content or prompted for more cash, like an arcade game.
