Are iAd Network stats accurate or completely bogus?

My iAds network page is showing a certain fill rate but if I run my app I am not seeing iAds at that rate - or even 1/10 that rate.

What are others experiencing?

If you iAd fill rate is 10% and you watch your live app on your device, how many ads do you see after 100 requests should have occurred?

What would explain this? I am in the US running iOS 4.0 on a 3G iPhone - test ads work on my device.
