Add New Application Problem with iAds
I'm trying to submit an application WITHOUT iAds.
However, when I go to iTunes Connect and go to "Manage Your Applications", and then click "Add New Application", it says, "You have no eligible bundle ids.".
Why am I getting this error, and how can I fix it?

Go to developer portal and then provision and create a new bundle for your app.

That's the problem, I haven't even been able to upload the app because every time I click "Add New Application" it gives me the error.

I'm pretty sure that a programmer should be able to follow simple instructions to register new Bundle ID.

Well, if there are simple instructions, could you tell us?
How can I get a bundle id for my app?

Still very bad usability in my opinion, can't it grab the bundle id from my plist?
i guess apple concentrates on usability for users, but not developers.

Do we have to create a bundle ID for every iAd app or is wildcard bundle ID for all iAd apps permitted?

just upload your binary without enableing iad, then remove it and re-upload again, now you can enable iad without problem.
