If the quotes are actually from an Arab legend (I'm going with the understanding that to be a legend it has to be over 200 years old), and and you have a copy in Arabic and do the translation yourself - you'll be fine, the original is in the public domain.
If you are using something already translated, that translation has its own copyright and you'll need to get permission from the owner of the copyright on the translation (assuming that the translation isn't already in the public domain, which if it's in modern English it is probably not yet).
This is similar to bibles - the original text is in the public domain, but the versions in English are copyrighted (King James version, et al).
