I sure hope this is for reals... it will go a long way to getting rid of "Tweetie 2" and the like... while still allowing Devs to make future backend sales to happy customers.
Most Honest devs would be happy to make large scale upgrades/updates to their platforms... but dont want to spend 3 to 9 months of work just to give away all this effort to a million users who initially only paid .99 to 2.99 for their product. You make it so that they can offer some amazing upgrades for another 0.99 to 2.99 (potentially at a discount to current owners) and all of the sudden you have great devs going back into the lab to crank out some much needed improvements to their products instead of spamming their new features as a separate app.
This is not unheard of either... I dont think MSoft is giving out free upgrades to people who bought MS Office 3 back in 1995 now that the 2010 version is on the way. Bump updates with bug fixes and minor improvements should be free... major feature and useability upgrades should be available for purchase to current users who want them.
It could be that the person has purchased apps from different accounts. So when they choose to update all their apps, some apps can't be updated because they were purchased/downloaded when they were logged in with another account. So, you need to go into the account that you purchased the app originally, and then download the update.
My jaw almost dropped when I saw this post title though. It would be very very interesting for developers to be able to choose to make an update a free update or a paid update.

Yep, that is exactly what happens with my kids. Try to get updates via my account, not their's.

Also, they better get rid of the notification badge if you choose not to update a paid one.
I agree with removing the notification badge. I wont update an app because the functionality was decreased (istat had the clear memory function removed because of apple).
