Why are you throwing a fellow developer under the bus? The dude got lucky and made it through - what's it to you?
I believe, that everyone should use the same rules. If it is not allowed, then it is not allowed. We are not crimes syndicate to hide each other from police.
An I think, it is not fare, that somebody getting advantages over others, just because of laziness of Apple's testers team.
If this app isn't owned by a direct competitor then you shouldn't really do anything about it, OP. Don't mess up somebody's income just because you want to. If you think you can create a "level playing field" on the App Store, well, you're far from correct.

And the other rules says, that you should leave a review if you don't like what the app does. Ratting on each other isn't the nicest thing to do.
I believe my neighbor doesn't pay his taxes full, should I rat him to IRS? Imagine a society where everybody rats on each other.
Apple allowed his app, so it's Apple's decision, Apple is the judge. If he doesn't do direct damage to you, if he doesn't violates your patents, didn't steal anything from you, then leave him alone. Obviously Apple doesn't want to receive thousands of complaints every day from people who "believe" how things should be.

So is this commonly seen as wrong? My next app is educational, not a game really, but it was going to be similar in how it handled In-App Purchase. It has a large amount of content organized into groups, with 1 group free, and the rest requiring a purchase to unlock. Do I need to organize it a different way?

Seems the intended purpose to kick the app out of the appstore become the boost for that app. I just purchase the app too and to see what is all that fuss about.

Is the concept of in-app purchase hard for you to understand? You cannot say "this app is lite, buy the full game", you can say "this app has in-app purchase, buy the full game".

I don't know why you're so pissed at these guys, but I promise you that the worse that would happen to them is that their (soon to be famous) app would need an update.
