Someone from Apple finally responded in the official dev forums:
"The iTunes Connect team is aware of these issues and is currently working to correct the problem."
I'm glad that after 24 hours+ they finally acknowledged the problem and gave an update. I gotta say though, the whole thing is run like a nickel & dime operation
I work for a MAJOR computer company (that isn't Apple - kind of messed up, but whatever).
When our website goes down (happens once every six months for an hour or two), people go crazy, and get it fixed within an hour or two.
At the end of the day, we are customers, a lot of us haven't made back (although we will) our $$$ on our original investment yet, and it's crazy to think that this isn't fixed yet.

If my organizations website was down for a day, I would probably lose my job.... but I would take a few people with me

The issue appears to be with whatever makes sure the screenshots are the right size. it kicks out non image files but if you upload a valid image type it hangs.

I can't get on iTunes Connect at all now. Unless it's from everyone constantly trying to update the image, it can't be just the image thing.
Anybody else would have at least redirected to a "We're so embarassed" page. Maybe they were hoping everybody would think it was their browser for long enough for them to get it fixed.

I know... I've been trying for about 36 hours now to upload a new app, others say it's been down longer than that, but I don't know for sure. What a mess...
If you made any changes in the last day - uploading new binaries etc - then check them when you login. It seems they've restored from a back up because the file I uploaded yesterday has been lost - even though I saved it (and checked it yesterday). It says developer rejected. Just reupping now.
The app store only generates $2.5 billion annually, it takes a lot more than that to keep a form based webpage up for more than a few weeks at a time.
Soooo... you're saying my potential earnings are 2.5 bil per year minus Apple's cut, minus taxes, minus dev fee, minus the cost of my macbook & images/artwork?
I really don't understand why they just can't put up a page that says "Down for maintenance" or something... Getting tired of trying to connect only to have it crap out halfway through the submission process...

Ya its ridiculous you think a major corporation like this would be able to fix this but all my sales and trend report things are still working just not when i try and update my app.
The cherry on top of the situation is that when I finally do get an update in, it'll get buried under all the other apps that went in when the floodgates opened.

Seems kinda odd how there was this flood of new apps about a week ago and now the past few days it has been fubar. Perhaps they were clearing out the queues before making some updates to the itunesconnect system. Also it is interesting that payments went out about a week earlier that last month and again before the _____ hit the fan

I still cannot upload update binary today. Is it just me or itunesconnect's issue? When I click "update", it is loading for ever and finally fails after a couple minutes.
