not sure but many states do, so you can't offer it there legally. so you can check your developer agreement but you have to look at it from that other angle as well.
This is always confusing as heck. The developer (me) is in Japan. The server that iPhones connect to to play the game may be in the USA, or maybe at some offshore hosting service. The players could be anywhere in the world. The payout system might be PayPal. Maybe I should give up already? (By the way. I just followed u on twitter).
if I were you, I would stay completely clear of gambling games. huge legal issues, huge fraud problems, very complex server and security technology and you are messing with an industrie that per say is not known for being very... friendly. To say the least

Completely illegal in the US. Even if you are from Japan, you can be arrested if you ever come to US soil. A couple years ago the business man from the UK that ran a legal gambling site was arrested while changing planes in the US. Flying to Costa Rica from the UK and changes planes in Dallas. Was arrested and still waiting trial.
