Well, there are lots of differences between iPhone OS 2.x and 3.0, but it's not like you have to learn a new coding language. It's more like having a whole bunch of new options, like the inApp purchasements or sending emails with attachments directly from your app, etc...

If you build against 2.x, your app will certainly run on iPhone OS 3.0, but if you compile against 3.0, it won't run on 2.x.
