As a local, this is my 2 cents.
San Francisco is a "homeless friendly" city, so a lot of homeless come to SF from surrounding areas.
They may look aggressive, but in reality, they don't do much damage. You can simply (and safely) ignore them as you walk by. Do not respond to their respond like "I don't have cash". Just keep on walking.
I am a local and I am used to those homeless. They don't bother me at all.
And occasionally, you will see some homeless people whom you would willingly give money to - like those who are performing music at (underground) Muni/BART stations. There are people with amazing talent. In that case, please do drop a dollar or two.
