I would not be at all surprised if they changed the policy so that updates no longer showed up in the new releases, and/or they came up with some other way of discouraging the frequent updating.

Well, if they take 14 days or more to review an update and I managed to add in new features within those 14 days. There is no reason why I should wait and resubmit my updated app once an update is approved.
