I had the same issue on two phones (3G and 1st Gen). I downloaded beta 5 within hours of release, and it appears that the beta 5 that is now available in the dev center is a more recent build. Go to the dev center, download the new version of beta 5, and reinstall. Should work.
On one of my phones, I had an additional problem of being locked out of iTunes as the iPhone was passcode protected. iTunes said to enter my passcode; I could not, as the only iPhone screens I had access to were the purple upgrade screen and emergency calls.
I had to put that phone in restore mode (turn off the phone, turn it on while holding the power button and the home button until the apple logo shows up – about 10 seconds). To avoid fatal errors, I had to hold down the option key when I clicked the iTunes restore button – and select the newly downloaded beta 5 ipsw file. After that, all was well.
