I'm in exactly the same situation (missing UK - sole region) and also emailed them at
iTSPayments@apple.com and have yet to get a reply. I did email
iTSTax@apple.com a couple of weeks ago with a quick question and they answered it in less than 5 minutes: I can't understand why they don't even have an automatic reply just to confirm that they've even got it.
But heh: I'm just hoping they actually do go through each email they get...
