Completely illegal in the US. Even if you are from Japan, you can be arrested if you ever come to US soil. A couple years ago the business man from the UK that ran a legal gambling site was arrested while changing planes in the US. Flying to Costa Rica from the UK and changes planes in Dallas. Was arrested and still waiting trial.
I thought about it as well, but way too many hoops to jump through plus Apple would probably forbid it.
