Took me 2 months to get from that stage you describe (Green ticks in itunes connect) to actually ready to release apps.
I had lots and lots of emails and calls with apple to no avail. Finally I mentioned that I had apps ready to go and that seemed to spur them on. I was approved a day or so later. After 2 months!!!!
