I've sent apple two emails, never got an answer after a week on the second.
I'm about to call tomorrow.
Its pretty frustrating when you have two games and a third about to be submitted and I have to sit around and wait until this 'Pending Contract' is cleared.

personally i never got the "setup complete" status, but i sent my app anyways figuring that would tell me if i got my contract or not anyways. Luckily I did, and being from Canada I was pretty surprised. It took 2-3weeks. just today I received the paper work in the mail signed by apple so 3-4weeks later you get it back.
