Default Localizable.strings issue with CVS

I believe that I have an issue caused by starting a new build directory with CVS.

My localized strings were working fine. I wanted to start a new sandbox with my checked in code.

My localized strings just aren't taking anymore.

So I did the following to try and fix it to no avail.

I removed the strings file from the build.

I cleaned the build target.

I then added the file to the project in the Resources group.

I clicked "Get Info" and made the file localizable.

I've also had the file have a target or not have a target.

This could also be an updating issue from XCode 3.0 to 3.1 or from iPhoneOS 2.0 to 2.1

Any help would be greatly appreciated.
