I've just checked iTunesConnect and my Apps state is now ready for sale and both my contracts are now in effect.
So, in short, I will retract my comment above and agree that it is worth emailing them as it seems too much of a coincidence to have just happened that way.
Another step down. I just have to wait for it to appear on the App Store now.
