i've got to tell you though, that buying/downloading and using some of these programs won't make you good at making games. you've got to be good enough with art and programming and game design to be successful at it, or you've got to specialize in one part and have other people you work with do the rest. everyone involved has to do excellent work.

Pixelmator is very good, I use it as a quick/cheap Photoshop. For 2D games, you do need artwork - but you can outsource it to pixel artists if needed; you just need a clear idea of what you want (avatars, etc).
You could always make a prototype using your current software/hardware or even paper notes and then find a developer and pay that person to do it, if you really wanted.
