In my [very limited] experience in both personal applications and stories online, the "Your app needs more time to review" email generally means that the tester couldn't decide whether or not to approve it (usually for grey legal/moral issues rather than technical) and sent it to a superior.
Apple may have qualms about publishing a very local app to an international store. I would suggest emphasizing in the description that it is only available in a limited number of areas.
EDIT: Your application currently only works in Euguene (sp?), Oregon. Apple's App Testers probably are located in California, and have no way of testing whether the app actually works. This would explain the extensive delay.
