some sort of painting program (like photoshop, gimp, paintshop, pixelmator, etc) and maybe also (if you prefer to work with vector art) something like illustrator which you can use for drawing. my preferred method for 2d games would be vector art brought into a paint program and finished off there.
i've got to tell you though, that buying/downloading and using some of these programs won't make you good at making games. you've got to be good enough with art and programming and game design to be successful at it, or you've got to specialize in one part and have other people you work with do the rest. everyone involved has to do excellent work.
