Download SDK 3.1.3 and build with that.
Submitting with beta 3.2 is just a bad idea all around. It's not only Beta software, but is also under a NDA. Sure, you might be able to pull it off and get an app through with it, but if there's an issue, it's time wasted, and potentially bad press for your apps if there's an issue once it's in the app store.
The SDK you build as is the lowest OS required.
If you build with 3.0, then users must have at least 3.0 software.
If you build to 3.1.2, they have to have 3.1.2 at the minimum.
IMO, you'd be best off to build for 3.0 with SDK 3.1.3.
