You need a few things first:
An Intel Mac
A Dev License
iPhone Programming Book
iPhone/iPod touch
Now the Intel Mac can be anything from a Mac Mini to a Mac Pro, just get one.
The Dev License can be acquired from Apple for $99 or £59.
For programming books, I recommend the iPhone Developer's Cookbook by Erica Sadun and the one by Jeff LaMarche (forgot it's name, something like iPhone Beginners Book)
The last one is self-explanatory.
