Based on 20 hours of work, I agree that is a low price...although Im a little unsure how the assumption of 20 hours of work has been worked out in the first place.
2 hours for a title screen for example... its possible, but chances are its not going to be very good. That doesnt give much time for concepting the image, designing a logo etc, putting it all together and polishing it up. Not unless its pretty basic. Most professional title screens will have days of work put into them, with different versions, different logo styles etc tried out before settling on a final version. Even if you settle for only one version, it really should have considerably more time invested into it than 2 hours.
Then theres the animations. No details of what the animated items are, style, size or what the animations actually need to be. Without that info theres no way that anyone can even begin to guess at how long the work will take.
So, along with a stated low price and an original tight deadline, Im not surprised if the contract hasnt been filled yet.
Im assuming that the client must have little requirement for quality at that price and schedule.
