I think the explanation for different review times is due to they are being reviewed by different reviewer. Some fresh staff reviewer might be slower at making decision (reject or approve). And the senior ones, they have everything at heart so it is fast. That's the only reason I can think of. To say our submission do not go into queue is... not logical.
