Are you sure the server, or a firewall protecting it, are not filtering out the requests? I would test the iPhone on a local Wifi connection to test it. You might also try the iTouch from a remote Wifi, like maybe at a coffee shop.
Otherwise, there's no difference between how an iPhone and an iTouch connect to the internet except 3G vs. WiFi.
