The devs doing this crap don't have reviews that is why they continually release the same binary and mark the what's new as "bug fixes", my app is in the card category so I watch that category very carefully and I see this kind of thing at least every other day.

I fully support charging a very small fee for new apps and updates. Just like a $5 fee, or $4.99 since apple seems to like 99 so much. That would keep people from spamming the app store and devs with decent apps would make that back in a day.

Then still allowing both updates and new apps to show up in new releases, because sometimes an update is considered a new release in my opinion. For example, I know another dev in card games that is doing a multiplayer update, that is a large update and deserves to appear in the new releases so people know about it.
