Correct, Dead Panic does not use the 3.0 API's that allow you to choose from your iTunes library from within the app - it's built for 2.2 with no 3.0 APIs.
You can start your music before you launch Dead Panic though, and change songs using the headphone button or double-tapping the home button. The game's music is automatically disabled if your music is playing, and Kalimba said.
I know that hardly sounds like a feature, but you'd be surprised how many games ignore the user's choice of music.
