if its html youre going to use.... easiest way would be open a link in a new windows that is sized for the iphone..... you can remove the ability to scroll so your window is always 320 wide.. you can also get it to autodetect if the person is using an iphone or not so it redirects to the 'mobile' site straight away... but these are the two things you need to look into
